The META-Tactical APEX-Series Carbine Conversion Kit is a revolutionary platform that allows you to convert your handgun into a rifle allowing you to shoot further and more accurately while keeping a compact profile. It's the world's first bullpup-style pistol-to-rifle conversion kit.

The

META-Tactical APEX-Series Carbine Conversion Kit is completely legal. First, it does not use a stabilizer or stabilizing brace, which has created lots of issues for people that own micro conversion kits or ronis. Second, the META-Tactical APEX-Series Carbine Conversion Kit is not a firearm and even after you assemble it with your pistol, it is legally considered a rifle, not a short-barrel rifle. Short-barrel rifles are heavily regulated.

Here's the definition of a “rifle” and a “short-barrel rifle” from 18 U.S. Code § 921 - Definitions
(7) The term “rifle” means a weapon designed or redesigned, made or remade, and intended to be fired from the shoulder and designed or redesigned and made or remade to use the energy of an explosive to fire only a single projectile through a rifled bore for each single pull of the trigger.
(8) The term “short-barreled rifle” means a rifle having one or more barrels less than sixteen inches in length and any weapon made from a rifle (whether by alteration, modification, or otherwise) if such weapon, as modified, has an overall length of less than twenty-six inches.

There are two determining factors that would qualify a rifle as a short-barrel rifle and fall under enhanced scrutiny:
A rifle having a barrel less than sixteen inches
A rifle with an overall length of less than twenty-six inches.

For further clarification, following is an outline of how the ATF's is approaching stabilizers and/or stabilizing braces. The ATF has proposed new legislation that would amend the definition of “rifle” in 27 CFR 478.11 and 479.11, respectively, by adding a sentence at the end of each definition to clarify that the term “rifle” includes any weapon with a rifled barrel and equipped with an attached “stabilizing brace” that has objective design features and characteristics that indicate that the firearm is designed to be fired from the shoulder (click here to read).
